政府购买图书馆公共服务目标管理与绩效考核指标体系探究

摘　　要：随着我国政府购买公共服务的力度不断加大,购买图书馆公共服务也在不断推进,相应的考评办法也陆续出台,但由于现阶段针对购买图书馆公共服务的总体考评办法尚不完善,基本都集中对绩效的考核,缺乏全面的目标管理考核。结合当前政府购买图书馆公共服务现状分析,以图书馆目标管理的价值导向引领,借鉴图书馆评估的相关理论,力求构建一套集大数据分析考评一体的目标管理与绩效考核指标体系框架。从目标管理、服务绩效、办馆成效、服务创新等方面进行设计,并明确考评的方法与机制,进而实现自我监督、自我评价的长效机制。With the strengthening of public service purchasing by our government, its purchasing of library public service has been constantly promoted, thus giving a push to newly - issued evaluation methods. However, the over- all evaluation method is imperfect at the current stage featured by focused evaluation of performance as well as a lack of comprehensive management by objectives. Combined with analyzing status quo of the government＇ s purcha- sing of library public service and under the guide of value orientation of library management by objectives, this pa- per aims to establish a set of system framework of management by objectives and performance indicator integrated with big data analysis and assessment. It will design from such aspects as management by objectives, service per- formance, library operation achievements and service innovation, and expressly define evaluation methods and mechanism, thereby realizing long - term mechanism of self - supervision and self - evaluation.
