陕甘宁蒙“能源金三角”地区人力资本投资模式建构研究

摘　　要：陕甘宁蒙"能源金三角"地区区位条件独特、黄土文化特色鲜明、能源资源富集、优势产业初具规模,但支撑该地区可持续发展的人力资本质量有待提高,存量需要优化。针对陕甘宁蒙"能源金三角"地区人力资本投资的现状及存在的问题,建议该地区构建四种"能力提升型"人力资本投资模式,以促进该地区经济社会的可持续发展。The “ energy golden triangle” region of Shaanxi - Gansu - Ningxia - Inner Mongolia has unique geograph-ical conditions, distinctive loess culture,rich energy resource, and advantageous industries begin to take shape. But the quality of human capital that supports this region s sustainable development should be improved and the stock should be optimized. According to this region’s present situation and existing problems of the human capital invest-ment ,it is suggested that this region build four human capital investment models in order to drive this region to a-chieve the goal of economics’ sustainable development.
