京津冀教育协同发展政策执行的综合模式分析

摘  要:京津冀教育协同发展政策由一系列跨区域的教育政策组成,其执行模式是一种综合模式,综合了多种教育政策执行的特征。从政府行政组织层面分析,有整体推进模式和阶段转换模式的特征;从政府与学校、企业等组织间的关系层面分析,有自主模式和竞争模式的特征;从单个的京津冀跨区域教育协同发展组织层面分析,有集体协作模式和个体绩效模式的特征。在教育协同发展政策执行的综合模式中,多重关系并存,协商是政策执行过程中的主要沟通方式,调整是政策执行过程的常态。The policy of education joint development in Beijing, Tianjin and Hebei province includes a series of cross-regional education policy, the implementation model of which is a kind of integrated model, which has the char- acteristics of various educational policy implementations. To analyze from the perspective of the government, a kind of administrative organization, the cross-regional integrated model has the characteristics of comprehensively promoted model and phase transition model; to analyze from the perspective of the relationship among the government, schools and enterprises, it has the characteristics of independence model and competition model; to analyze from the perspec- tive of cross-regional education joint development organization, it has the characteristics of collective cooperative model and individual performance model. In the integrated model of the policy implementation, there exit multiple relation- ships, negotiation is the main way of communication and adjustment is very normal in the process of policy implemen- tation.
