摘　　要：2015年12月31日,教育部印发了《普通高等学校图书馆规程》,要求各高校遵照执行。对照2002年版规程,结合高校及其图书馆建设和发展现状,全面解读新规程各条款内容,为高校图书馆同仁学习、理解和贯彻执行新规程提供帮助。＂Rules and Regulations on Libraries in Colleges and Universities＂ was published by the Ministry of Education on December 31,2015, which has been obeyed and carried out in all libraries of colleges and universities. Compared with the old one published in 2002, in view of the current conditions of colleges and universities, we interpret and explain the contents of the new. This will be helpful for fellow librarians to study, understand and carry out the new rules.
