国家社科基金教育学项目科研绩效研究——基于近十年“国家重点”和“国家一般”项目的比较分析

摘　　要：基于对国家社科基金教育学项目中"国家重点"和"国家一般"项目的研究发现,国家社科基金教育学项目的学术成果经济成本较大,且呈现出边际效率递减规律。原因主要包括:立项时对申请者的真实科研能力考察不够;项目实施过程中缺乏以质量绩效为导向的过程控制;项目结项要求的科学性和合理性不足;科研学术生态异化等。要提高科研成果质量和经费使用效率,就需设立第三方项目质量和绩效评估机构;对项目申请者的科研能力进行考察并分等;引导高校以项目结项为依据来评价项目负责人的学术业绩;以质量和绩效为导向重新设定结项要求;"正本清源",重塑良好的学术生态。Comparing the national key programs and national general programs of educa tion programs funded by the National Social Science Fund, it found that the achievements of economic cost were huge, presenting the law of diminishing marginal efficiency. It concluded that the reason of low efficiency of projects were that the institutes lacked effectively meas- ures to evaluate the real academic ability of applicants, quality-oriented process control in im- plementation, the scientific rationality, and the ecology of science. To solve the problems, it should establish the third-party project quality and performance evaluation mechanism, as- sess the scientific ability through the grade system of academic achievement, evaluate the ac- ademic performance of the claimants based on the project results, reset a scientific acceptance requirement, and refresh the scientific ecology system.
