摘 要:我国大学形成了规模较大的政治权力、行政权力、学术权力三类精英群体,大学内部决策模式内嵌于公共政策决策模式,是典型的精英决策模式。本文通过分析B大学编制2013—2015年中央财政专项建设资金建设项目规划案例中决策者的行为策略,发现:大学内部三类精英群体构筑了比较稳固的权力精英联盟,权力精英以政策理念的生产与传播和利益的表达与妥协两种方式,把联盟利益上升为学校公共利益;党政权力精英主导联盟决策,学术权力精英依附党政权力精英;权力精英能否成为"自己人",关键看他们是否具有相同或相近的学科背景,影响权力精英联盟成员决策行为的关键因素也是学科背景。Chinese universities have formed three groups of power elites: political, administrative and academic. The university internal decision-making model embeds in public policy decision mode, which is a typical elite model. This article analyzes policy makers behavior orientation in the case of B University in their compiling project planning (2013--2015) of the central financial special funds. It finds that: firstly, there is a stable elite alliance of the political power elite, administrative one and academic one.' The power elite alliance changed their own interests into the public interest of the university, with the production and dissemination of their policy ideas and the expression and compromise of their interests. Secondly, the party and government power elite lead alliance decision while the academic pow- er elite depend on the political and administrative power elite. Thirdly, those who have the same or simi- lar subject background are more likely to join in the elite alliance and to have the power elite stand by their side. Subject background is also the key factor affecting policy-- making behavior of the power elite.
