摘　　要：伴随着文明演进,国际社会正经历着全球治理体系变革,这也反映了发达国家与发展中国家在其中的系列利益博弈。当前遗传资源已成为国际社会知识产权战略一个新制高点,而遗传资源知识产权惠益分配则是其中的核心问题。如果全球治理体系变革是一座冰山,则遗传资源知识产权及其惠益分配就是其中的冰山一隅,是整个全球治理及其体系变革的组成与反映。从深层次看,其背后实质反映的是"强弱主体的利益博弈、强弱势文化的征服-反征服、各自全球治理体系坐标定位的身份认同"的关涉全球治理体系变革的根本性问题,需要遗传资源知识产权予以积极回应。With the evolution of civilization, the international community is experiencing changes in the global governance system, and reflects a series of interests game between developed countries and developing countries in it. Recently, genetic resources have become a new commanding height of the international community＇s intellectual property strategy, and the distribution of benefits of genetic resources intellectual property is the core issues. If the change of global governance system is an iceberg, then the genetic resources intellectual property and its distribution of benefits is one corner of the icebergs, which is the composition and reflection of the whole global governance and its system change. From the deep point of view, it, is a reflection of ＂the interests game between the advantaged countries and the disadvantaged countries, the conquest - anti-conquest between the strong cultures and the weak ones, the positioning identification of their global governance system＂, which is the fundamental problem related to the global governance system changes, it need genetic resources intellectual property rights to respond positively.
