摘  要:教育战略规划是对教育发展的全局性、长远性和战略性的谋划。当前,我国的STEM教育迫切需要学习借鉴国际上STEM教育战略规划的成功经验,站在国家发展的战略高度来科学规划STEM教育。美国北卡罗来纳州根据本地的地理、政治、经济发展状况等特点,在全美率先制定了明确的STEM教育战略规划,有力促进了该州STEM教育的发展。通过分析该规划中三个优先事项、九个具体发展目标以及十二个实施策略,充分提炼该规划的战略意图和行动路径,并结合我国STEM教育现状和发展诉求,提出以下建议:强化STEM教育政策顶层设计,构建科学有效的STEM课程体系,打造一体化STEM创新生态系统,建立STEM教育实施要素之间的协同机制,建设STEM教育相应标准与评价体系,应用推广STEM教育的成功模式。Education strategic planning is the overall, long-term and strategic for the development of education. At present,Chinese STEM education urgently needs to learn from the successful experience of international STEM education strategic planning,and stand in the national development strategy to scientifically plan STEM education.Based on the local geography, politics and economic development and other characteristics, North Carolina has taken the lead in developing a clear strategic plan for STEM education in the United States, which has greatly promoted the development of STEM education in the state.By analyzing the three priorities, nine specific development goals and twelve implementation strategies in the planning, the strategic intention and action path of the planning are fully refined,basing on the current situation and development demands of STEM education in China, the following suggestions are proposed: strengthening the top design of STEM education policy;constructing a scientific and effective STEM course system;creating an integrated STEM innovative ecosystem;establishing synergies between elements of STEM education implementation;constructing corresponding standards and evaluation system of STEM education;applicating and promoting the successful mode of STEM education.
