基于政府治理的产学研创新联盟稳定性研究

摘　　要：产学研创新联盟的稳定发展对我国自主创新能力的提高具有重要推动作用。从政府资助、政府减免税收和政府考核3种政府治理途径入手,建立企业、学研机构和政府三方博弈的动态复制方程,据此对产学研创新联盟稳定性进行分析。同时,运用Matlab7.0软件进行模拟仿真,结果表明:在政府治理下,企业和学研机构相互促进、相互带动,双方均向有利于产学研创新联盟稳定的方向演化,并最终保持稳定,使得企业和学研机构间的合作创新上升为协同创新关系;当企业和学研机构的合作处于协同创新的良性发展时,则无需政府治理,此时政府会退出治理。The stable development of industry-university-research innovation alliance plays an important role in enhancing China＇s capability of independent innovation.Through analyzing government funding,tax relief and evaluation,the study builds the three-party replicator dynamic equation of the evolutionary game to analyze the stability of industry-university-research innovation alliance.The result is obtained by numerical simulation using the Matlab 7.0.It shows that under the governance of government,industry and university-research tend to achiev the stability of industry-university-research innovation alliance through mutual beneficial interactions.The stable alliance makes the partnership transfer from cooperative innovation to collaborative innovation. Meanwhile,the government will no longer involve when the partnership between industry and university-research forms a strong alliance of collaborative innovation.
