摘 要:本文在总结"十二五"油气田地面工程技术科技攻关完成情况和取得的11项地面技术系列成果的基础上,通过国内外地面技术优劣势对比,从开发形势、开发参数变化、地面已建系统、国内外经营环境和国家政策法规等方面,系统分析了油气田地面工程面临的形势;从新油气田开发建设、老油气田优化运行等方面,提出了地面工程技术发展科技攻关的业务需求,明确了"十三五"地面工程技术科技攻关的思路与目标;从智慧油气田开发地面生产关键技术研究、油气田提高采收率地面配套新工艺新技术研究等十个方面,确定了"十三五"地面工程科技攻关的方向和主要研究内容;从加强油气田地面科技攻关顶层设计、实现产学研用一体化协同发展等三方面,提出了"十三五"地面工程技术科技攻关保障措施。Based on the summary of oil and gas field surface engineering technology research and 11 series of surface engineering technology achievements in 'the 12 th Five-Year Plan' period, by comparing the advantages and disadvantages of technology at home and abroad, the paper analyzes the situation faced by the oil and gas field ground engineering systematically from the aspects of development situation, development parameter change, existing facilities, operating environment at home and abroad, national policies and laws. The demand for the scientific and technological research development of surface engineering technology is put forward for the construction of new oil and gas fields and optimizing operation of old oil and gas fields. The objective of surface engineering scientific research is made clear in the paper. The surface engineering technology research direction and the main contents are determined from 10 aspects such as the key technology research of smart oil and gas field development, the new related surface engineering technologies for enhancing oil recovery and etc. Putting forward 'the 13 th Five-Year' surface engineering technology scientific and technological safeguard measures form 3 aspects, such as strengthening top-level design of oil and gas field surface scientific and technological research, realizing the integrated collaborative development of the production, learning, research and application. And safeguard measures for the research in 'the 13 th Five-Year Plan' period are proposed finally.
