摘　　要：文章以卓越绩效评价9个基本理念为指引,以国家自然科学基金项目绩效评价为研究对象,指出科学基金项目绩效评价质量管理体系由目标体系、组织体系、过程控制体系、保证体系和文件化体系5个子体系构成。从绩效评价质量管理体系界定,绩效评价质量管理体系实现的4大过程,绩效评价质量管理体系实施保证三方面对科学基金项目绩效评价质量管理体系实现进行探讨。Based on the nine basic ideas of excellent performance evaluation, we take the performance evalu- ation on projects funded by NSFC as the research object, point out that the quality management system for performance evaluation consists of 5 subsystems, the goal system, organization system, process control system, guarantee system and file system. According to the definition of the quality management system of performance evaluation, we discuss the four process for achieving management system of evaluation quality, and also discuss three aspects for guaranteeing the performance of evaluating quality management.
