摘 要:20世纪80年代以来,荷兰高等教育就质量保障进行了深刻而广泛的改革,成为全球高等教育质量保障体系构建的先行者和富有经验者,究其成功原因,在于妥善地处理了大学自治和政府问责之间的关系。荷兰的成功经验表明:大学自治与政府问责之间应存在合理的张力关系,政府问责的同时遵循大学自治原则,大学自治的同时回应政府问责,尊重大学和政府维护各自权益的方式。大学自治与政府问责之间合理张力关系的形成,需要以高校获取相对独立地位、发挥学术团体的作用、完善第三方评估机制及有效借助市场力量为实现路径。Since the 1980s, Dutch higher education quality assurance conducted a profound and comprehensive reform, which made Dutch to be the pioneer of higher educa- tion quality assurance all over the world. The success is that Dutch has properly handled the relationship between university autonomy and government accountability. The success- ful experience of Dutch higher education quality assurance reform shows that there should be a reasonable tension between university autonomy and government accountability: the government accountability should follow the principle of university autonomy simultaneous- ly, the university autonomy should respond to government accountability simultaneously, and respects the ways in which universities and governments maintain their rights and inter- ests. There are four ways to format the relationship between government and university, which are guarantying the relatively independent status of university, making academic groups to full play, perfecting the mechanism of the third-party assessment and using mar-ket forces effective.
