民办高校产权权益认识调查分析

摘　　要：产权权益是当前民办高校分类管理中的一个热点议题。对来自24省的81位民办高校管理者进行问卷调查,结果显示:资金、土地使用权和实物是民办高校的主要出资方式;民办高校管理者对产权管理的重要性已达成共识,但对产权管理现状不满意;不同类型的民办高校管理者对产权界定、产权配置、产权监管、产权运作等的重要性与现实情况满意度的认识存在差异。建议明确举办者投入资产的产权属性,保障学校法人财产权的完整性;优化内部治理结构,发挥不同主体的产权管理效能;完善产权监管,健全产权运作机制。Property rights is one of the most important issues in the classified management of private colleges and universities.The questionnaire results from managers of 81 private colleges and universities from 24 provinces show that：funds,land use rights and real assets are the main ways of investment of private colleges and universities;the managers have reached a consensus about the importance of property rights management but not satisfied with property management situation.For there exist different types of ideas about the importance and the real satisfaction in terms of the definition of property rights,property rights allocation,property rights supervision and property rights operation.The corresponding suggestions to property rights management are as follows：to make clear the sponsors property rights and guarantee the corporate property rights of private colleges and universities as legal persons;to optimize the internal governance structure and give full play to different subjects of property rights management efficiency;to improve property rights regulation and regulate property rights operation mechanism.
