摘 要:高校办学自主权不是一个简单的权利问题或行政问题,而是由于自主权的主体不同、行为能力不同,因此产生的效果也不同。从中国高校的发展史看,高校与政府在管理权力上始终存在着相互之间的博弈。高校要发展,离不开政府的支持。而政府在支持高校发展的同时,势必要从自身利益出发对高校提出一系列的要求。这样高校的自主权利与政府之间就产生了不可避免的矛盾。如果政府没有正确定位自身的职能、坚持对高校的管理,那么高校办学自主权的复归只能是一个口号。高校要收复办学自主权,就要回归本源,恪守自身的精神,树立学术至上的理念,构建以学术为本的多元化治理结构。Autonomy in running a school is not simply a question of rights or administrative issues, and because of the different subjects of autonomy and the different abilities of behavior, the effect is different. From the history of the development of Chinese universities, there is always a game between the university and the government in the management power. The development of colleges and universities can not be separated from the support of the government. While the government supports the development of colleges and universities, it is necessary to set a series of requirements for colleges and universities from its own interests. Thus, there is an inevitable contradiction between the independent rights of universities and the government. If the government does not correctly locate its own functions and adhere to the management of colleges and universities, then the reversion of university autonomy can only be a slogan. In order to regain the autonomy of running schools, colleges and universities should return to the source, abide by their own spirit, set up the concept of "academic supremacy", and build a diversified academic governance structure.
