摘 要:20世纪80年代以来,广东、北京、上海、浙江等部分省市率先启动的农村集体产权制度改革,取得了重要的制度创新和实践成果。然而,在实际改革过程中,以村民小组为单位的农村集体产权制度改革尚面临着资源分配、权利归属等方面的问题。有条件的地区应以村民小组为边界确定土地等资源的所有权主体。应落实村民小组对土地等相关资源的使用权和收益权,进一步落实经营管理权。政府部门应加强对村民小组经济组织的管理和监督,并提供政策扶持。Since 1980s,the reform of rural collective property right system initiated by in Guangdong,Beijing,Shanghai,Zhejiang and other provinces and cities has obtained institutional innovations and practical achievements.However,in the process of actual reform,the reform of the rural collective property right system,with the villagers' group as the unit,still faces the problems of the allocation of resources and the ownership of rights.Qualified areas should take the villagers' group as the boundary to determine the ownership of land and other resources.It is necessary for the villagers' group to carry out usage rights and usufruct of their land and other relevant resources,to implement the management authority.The government could strengthen the management and supervision of the economic organizations of villagers' groups and provide policy support.
