摘 要:作为人力资本载体的创新者是创新最核心的生产要素。长期以来,我国对创新者的人力资本产权及其实现问题没能形成应有认识,难以激发科技人员进行创新与成果转化的内在热情,使得科研成果往往流于纸上谈兵,科技成果转化率长期达不到预期水平。必须从理论上明确创新者人力资本产权的实现是创新驱动经济发展战略实施的产权基础之一,以此为激励创新者的政策措施奠定坚实的理论基础。创新者人力资本产权在企业制度结构内的实现,能够形成创新者预期的稳定性,产生自我激励与约束,从而形成创新的内生激励,真正成为创新驱动经济发展不竭的动力之源。As the carrier of human capital, innovator is the core production factor of innovation. For a long time, be- cause China hasn't realized fully the property rights of human capital of innovator and its realizations, it is difficult to stimulate the inherent enthusiasm of S&T personnel to carry out innovation and S&T achievement transformation, so that scientific research achievement tend to be an armchair strategy and the transformation rate of S&T achievement can't achieve the expectation. In theory, therefore, it must be clear that the realization of human capital property rights is one of the foundations of property rights of innovation-driven economic development strategy, so as to lay a solid theoretical foundation for the policy measures to encourage innovator. The realization of the property rights of human capital can form the stability of the innovator's expectation, and generate self-motivation and self-restricting, so as to form the endogenous incentive of innovation, and truly become the source of the inexhaustible power for innova- tion-driven economic development.
