摘　　要：习近平把马克思主义群众观运用于中国建设和改革的实践,在继承和发展中国共产党群众路线的基础上,创造性地提出了群众利益与中国梦的有机结合,提出了人民群众对美好生活向往是党和国家长期奋斗的根本目标。习近平人民群众观的理论来源除了马克思主义群众观,还有中国传统文化中的民本思想、长期与群众打交道的工作实践以及家庭的家风家教等。梳理和归纳习近平人民群众观对于我们党坚持人民主体地位,坚持群众路线具有重要的现实意义。In the situation of enhancing social governance innovation, the construction of pivotal social organizations is an important system, which enhances social organization administration efficiency of government and promotes the orderly development of social organizations.Pivotal social organizations have the functions of helping government to supervise social organizations and leading social organizations to form resultant force of development.The driving force of its operating mechanism is acquiring governance legitimacy from government on the base of organization function differentiation. In terms of functional performance, effective social network can be integrated, guiding and ensuring the organizations through reciprocity and regulation. In terms of organization structure, communicating and coordinating at the landscape orientation and the connecting link at the longitudinal direction play an important part.And the requirement of administration practice also has effects on the organization operation.To improve the operating mechanism of pivotal social organizations, measures should be taken in selection, supervision and support.
