西班牙中医服务与医疗保险覆盖现状

摘　　要：中医服务在西班牙主要由在西的中医诊所提供,服务人员来源背景不一,部分中医教育培训机构和中医行业组织则为中医服务的可持续性和规范化提供了一些保障。中医服务并未获得在西班牙医疗地位的合法性和纳入其国民卫生体系,也未为其国家医疗保险所覆盖。部分私人医疗保险公司已在尝试覆盖包括针灸在内的自然疗法,只是在报销比例、次数及上限等方面略有不同。中医海外推广,结合从市场角度出发,自下而上,自上而下,双管齐下来推动中医纳入西班牙医疗保险体系也许是可行渠道之一。In Spain,Traditional Chinese Medicine（ TCM） service is mainly provided by TCM clinics with staffs of different study background. Some TCM training institutions and industrial organizations promote and assure its standardized and continual service. It still has not yet acquired its legal medical status,nor included into the Spanish national health system,nor covered by its national medical insurance. But some private medical insurance companies have tried to include it as part of natural therapies which are limited in ratio,times and insurance types for reimbursement. Promoting TCM service into the medical insurance system,both nationally and privately,may be one of possible way to promote TCM overseas.
