摘　　要：实施创新驱动发展战略,是适应我国经济"新常态"和跨越"中等收入陷阱",应对国家创新能力竞争挑战的重大制度安排。创新驱动发展的动力来自厚植创新文化土壤、完善报酬激励机制和培育有效率的"经济组织"。创新驱动发展的引力来源于营造良好的创新环境、大力培育企业家精神和让企业真正成为创新的主体。对"互联网+"和"大数据"创新驱动发展的实践图景和面向知识社会的创新生态演化形式进行了前瞻性预判。The implementation of the innovation-driven development strategy is to adapt to the ＂ new normal＂ of China＇s economy and the ＂ middle-income trap＂ , and to deal with the major institutional arrangements for the competitive challenges of national innovation. The driving force of innovation-driven development comes from the cultivation of innovative cultural soil, the improvement of reward incentive mechanism and the cultivation of an ef- ficient ＂ economic organization＂ . The attraction of innovation-driven development is rooted in creating a good en- vironment for innovation, fostering entrepreneurship and tical picture of the making enterprises the main body of innovation. The prac- Internet plus＂ and ＂ big data＂ innovation-driven development and the innovative ecological evolution of the knowledge-based society are forward-looking.
