摘 要:公立医院是保障我国民生工程健康发展的重要参与主体,是实现全民"病有所医"的重要力量基础,公立医院的改革一直是医疗改革中的重点,而公立医院补偿机制更是公立医院改革的核心,是维持公立医院持续运营、稳定发展的关键所在。本文紧密围绕新医改,运用系统动力学的理论和方法,按照2012年开始执行的医院财务制度对于收入和支出的分类,研究该系统中的政府补偿、市场补偿(医疗服务收入和药品收入)和社会补偿等各种补偿收入之间的相互作用,探讨取消药品加成后的我国三级公立医院补偿机制。Public hospitals are important participants protecting the healthy development of livelihood projects,the backbone of health services,an important power base to achieve universal "medical services",the reform of public hospitals has been the focus of health care reform,meanwhile,their compensation mechanism is the core of public hospitals reform,and the key to the maintenance and stability of public hospitals.This paper focuses on the new medical reform,using the theory and methods of system dynamics,according to hospital financial system started in 2012 with respect to income and expenditure classification,discusses the system of government compensation,market compensation(medical service income and income from drugs)and all kinds of social interaction between compensation income,and analyzes compensation mechanism of third-grade class public hospitals after cancelling drug addition.
