摘　　要：随着开放获取(OA)运动的兴起,学术交流活动日益呈现出跨学科、跨机构、数据驱动化的态势,高校科研数据机构库联盟应运而生,逐渐成为高校数据资源OA的重要模式之一。目前,高校科研数据机构库联盟所处的宏观环境主要涉及政策、社会文化、技术以及相关标准等方面,微观环境则包含数据共享与服务的需求支撑和数据资源的产权制度保障两方面。基于此,高校科研数据机构库联盟的建设和运行应制定完善的数据管理与共享计划,充分了解行业环境与用户需求,合理选择平台软件并遵循相关技术标准与资源建设规范。With the rise of Open Access （OA） movement, academic exchange activities manifest a trend of being more interdisciplinary, inter-agency, and data-driven. Institutional research data repository consortium is emerged out of this context and gradually becomes one of the most significant models of university research data resource＇s OA practice. At present, the macro-environment of institutional research data repository consortium involves policies and regulations, social culture, technology, and related standards and paradigms. Its micro-environment involves the support required by data sharing and service and property protection system of data resource. Under such environment, institutional research data repository consortium should develop a comprehensive data management plan and a data sharing plan, obtain a full understanding of the industry and user needs, choose software and platform in a scientific manner, comply with related technology standards and resource construction paradigms.
