公共责任的多面体——大学基金会的复合性公共责任的困境及其改善

摘　　要：由于诞生的特定背景,以及资源和权力来源的特殊性,大学基金会承载着不同于一般社会组织的复合性公共责任,形成了一种由责任流程向度、责任对象向度、责任属性向度、责任质量向度及其延展出的若干责任维度所构成的"公共责任多面体"结构框架。复合性公共责任的落实与大学基金会的发展之间具有互构性关系,在现实操作中责任主体往往基于对责任成本、责任能力和责任标准等主客观因素的功利化考量,选择性地落实一部分责任向度,造成了"公共责任多面体"结构出现行政和政治责任"先行"、法律责任"缺位"、道德伦理责任"虚置"、利益相关者责任"不平衡"等现象或问题。围绕公共责任的阶段性的侧重点,维系"公共责任多面体"的基础性结构,通过树立责任观念、调整与优化责任成本、开展责任能力建设、探索与改进责任标准、合理把握与高校之间的责任边界,有助于大学基金会逐步走出复合性公共责任的困境。Domestic university foundation holds a kind of compound public accountability different from other social organizations due to the particularity of its birth, resource and power origins, demonstrating one kind of a polyhedron framework which includes public accountability dimensions of process, object, attribute, quality and several extensions. There exists a mutual constitutive relationship between accomplishment of public accountability and university foundation's development, so university foundation has frequently a selective decision of performing public accountability on account of accountability cost, accountability capacity and accountability standard, which gives rise to some problems and dilemmas including the accountability preposition of politics and administration, accountability absence of law, accountability futility of morality and ethics, and accountability unbalance of stakeholders. To focus on assignments of stages and keep fundamental structure of polyhedron will help university foundation get out of difficulties and dilemmas, by means of accountability concept setting, accountability cost adjustment and optimization, accountability capacity promotion, accountability standard exploration and improvement, and accountability boundary measurement and tension estimating.
