摘　　要：目的为加强院外急救人员行为规范和业务能力，提高院外急救医疗质量服务整体水平，保障院外急救质量医疗安全，探讨在院外急救环节质量管理中建立基于飞行检查模式的绩效考核指标体系。方法采用文献查阅法、头脑风暴法、德尔菲法建立院外急救环节质量管理绩效考核体系。结果形成院外急救环节质量管理的绩效考核指标体系，共分为一级指标2个维度，二级指标6类，三级指标28类，确定了各级指标权重，并通过模拟演练确定了该体系的可操作性。结论环节质量管理指标体系已初步建立，随着院外急救人员的行为规范和业务能力的不断提升，环节质量管理绩效考核体系的具体内容及分值也将随之进行不断的调整和完善，以期达到规范化、标准化、精细化的管理目标。Objective To strengthen behavioral norms and professional ability of the first-aid personnel out of hospital, to improve the overall service level of first-aid medical care quality out of hospital, to guarantee Medical safety out of hospital, and to explore an indicator system during quality management of first-aid out of hospital base on the flight inspection model. Methods To establish a quality management performance evaluation system during first-aid out of hospital with Critical review of literatures, brainstorming and Delphi method. Results To build a quality management performance evaluation system during first-aid out of hospital, which is consists of 2 dimensions of first grade indicator, 6 types of secondary indicators and 28 types of three-grade indicator. To determine the weight of all indicators and to determine operability through simulation exercises. Conclusion The link quality management index system has been established, with improvement of behavioral norms and professional ability of the first-aid personnel out of hospital, the specific content and value of quality management performance evaluation system will also adjust and perfect, in order to achieve the standardization and refinement of management objectives.
