摘　　要：教育部新修订的《普通高等学校学生管理规定》明确了高等学校学生管理的任务和目的,强化立德树人、学生管理法治化、保障学生权益,严惩弄虚作假和学术不端,鼓励创新创业和社会实践,支持学生自我管理。针对社会关注的高等教育热点问题和原规定的法律缺失做出制度修订,为推动政府与高等学校构建新型关系,促进高等学校加强内部治理提供了法律依据。高等学校管理者要适应新变化、新要求对管理理念和管理制度进行革新,提升管理与服务水平。The newly revised Regulations on the Management of Students in Ordinary Colleges and Universities has clarified the tasks and objectives of college students＇ management, stressing the importance of moral education in colleges and universities, legali- zation of student management, and protection of students＇ rights and interests. It also calls for severe punishment on academic cheating and misconduct while encouraging innovation, entrepreneurship, social practice, and Students self - management. Important amend- ments have also been made to address the heatedly discussed focal issues in higher education system and lack of legal provisions in these areas, which has provided a legal basis for constructing an up - to - date government - college relationship, while promoting college internal governance. University managers, who are demanded to adapt to the new changes requirements, should spare no efforts to innovate management philosophy and management system to enhance their management and service level on a constant basis.
