摘　　要：从煤炭企业基层管理现状出发,通过研究企业基层组织现状和存在的问题,分析并提出构建"三横五纵"管理体系,创建"12335"团队建设模式,建立五型管理层级,采用ABC三级评价方式等举措,按照分级管理、评级考核、责任落实等方式,促使员工提高工作积极性,提高各级管理人员责任心,最终提高团队执行力、向心力,达到提升煤炭企业竞争力的预期目标。From the basic management status of coal enterprises, through analyzing the current situation of basic level organizations of enterprise and the existing problems, this article analyzes and proposes measures of the construction of＂three horizontal and five vertical ＂management system, creating a building mode of＂12335＂team, setting up five-type management level, using ABC three-level evaluation and other initiatives to implement, improve employees work enthusiasm, improve the responsibility of management personnel of all levels in accordance with the classification management, rating assessment and duty fulfillment to ultimately improve the execution and centripetal force of team to achieve the expected goal of enhancing coal enterprise competitiveness.
