摘 要:以孔子"不愤不启,不悱不发"的启发式教学思想为指导,结合当前公共管理学科案例教学现状,构建"双主五段"案例教学模式,通过课前知识传授与情境创设、课初案例讲解与理论梳理、课中诱导点拨与知识内化、课尾学生互评与教师总评、课后跟踪拓展与迁移发展等前后相继的五个阶段,发挥学生主体性、教师主导性作用,能增强学生自主建构知识的能力,提升学生解决公共管理实践问题的技能,符合高校案例教学模式创新的要求和公共管理学科人才培养目标。One should construct the case teaching model of double mainfive sections guided by Confucius' s heuristic teaching idea of bufen buqi, and bufei bufa and combining the current case teaching situation of public management discipline. That is, the five successive stages of knowledge teaching before the course and situation designing, case explaining and theory carding at the beginning of the course, instigating and guiding and knowledge internalization in the middle of the course, students mutual assment and teachers overall comment at the end of the course and tailing after and transfering development after the course, which can help students play their main role and help teachers play their guidance, can enhance students' power of selfcoustructing knowledge, and improve their skills of solving the problems of the public management practice, agreeing to the requirement of case teaching model innovation for higher education and to the purpose of talents training for public management discipline.
