生态空间管控在地级市域生态文明建设中的实践——以淮安市为例

摘　　要：淮安是全国历史文化名城,苏北重要的中心城市。近年来在大力推进生态文明建设过程中,淮安用创新的思路处理发展与保护的关系,加快构建区域生态安全格局。以优化区域国土空间开发格局为目标,通过在淮安市实施主体功能区发展战略、空间分区管控及严守生态红线、优化城乡空间布局等措施,探索生态空间管控在生态文明建设中的实践应用,同时为其他地级城市加强生态空间管控提供借鉴。Huai＇an is a famous historical and cultural city in China, and the important central city of northern jiangsu province. In recent years, in the process of promoting ecological civilization construction, Huai 1an deals with the relationship between development and protection with innovative ideas to construct regional ecological security pattern. Through the measures of implementing principal function regionalization strategy, controling space zoning and ecological red line, optimizing the layout of urban and rural space, the paper aims to optimize the spatial development pattern of regional land. The paper explores the practical application of ecological space management in ecological civilization construction, and provides reference for other cities.
