摘  要:无线电频谱因其独一无二的不可再生性成为通信中最为宝贵的资源。ITU和各国对于无线电频谱的划分有着严格的标准。700 MHz频段穿透性能好、覆盖范围大,适合大范围网络覆盖。700MHz频段可为用户提供优质、高性能、低成本的移动宽带业务,更加有利于LTE的发展。本文针对700MHz频段所具有的两大优势(覆盖能力强、穿透损耗小)以及未来基于700MHz频段组网所面临的挑战进行了系统分析。在此基础上,建议广电与电信企业能够彼此进行深度合作,统一协调,创新业务模式,加速700MHz频谱资源的再利用,创造更大业务价值。Radio spectrum is the most valuable resource in communications because of its unique irreducibility. The ITU and other countries have strict standards for the division of radio spectrum. 700 MHz band has a better penetration performance,wider coverage area and suitable for a wide range of network coverage. The 700 MHZ band can provide users with high-quality,high performance and low cost of mobile broadband business, which is more conducive to the development of LTE. This article analyzes the advantages on using 700 MHz frequency(wide coverage and less penetration loss) as well as the 700 MHZ band networking challenges we will facing in the future. On this basis, The Bureau of Radio and Television should in-depth cooperation with telecommunication companies, unified coordination, innovative business model, accelerate 700 MHZ of spectrum resources recycling, which can create greater value.
