对加强当前刑事执法行为的思考

摘　　要：刑事执法行为中存在"查明案件"侦查理念仍然根深蒂固、执法取证能力有待加强、大侦查"合成战"未能真正落到实处、科学证据落地环节缺乏标准与规范、审核把关案件的环节缺失等薄弱环节。可通过推行侦查人员职业化制度、为刑事执法人员搭建实现个人专业发展平台、切实履行案件审核把关机制、加强合成作战平台的整合、构建大侦查格局等途径予以加强。There still exists in the criminal law enforcement behaviors a deep-rooted investigation idea of case-ascertaining, law enforcement evidence ability to be improved, synthesized battle in macro investigation to be implemented, lack of norms and standards in scientific evidence and dificiency in examination of cases. Great efforts need to be made to pursue the investigators＇ professionalism system, set up personal professional development platform for law enforcement officers, practically fulfil case auditing and control mechanism, integrate synthetic combat platforms and esablish macro investigation patterns.
