双积分制度下汽车企业节能管理模式构建研究

摘　　要：为促进节能与新能源汽车协调发展,实现节能减排与新能源汽车产业发展的双重目标,我国即将实施双积分管理办法。该文基于PDCA循环,依托双积分管理办法构建出一套适用于汽车企业的节能管理模式。节能管理模式由管理层建设、模式规划、模式运行和模式持续改进四部分构成,其中模式流程包括产品规划、数据/报告递交、公示/发布、积分交易和处罚阶段,通过界定各职能部门的职责范围,有效降低企业的合规风险。In order to promote the coordinated development of energy-saving and new energy vehicles, CAFC and NEV credit management will be implemented in China. This paper constructs a set of energy-saving management mode based on PDCA cycle for automotive enterprises reaching the double credit management. Energy-saving management mode consists of management layer building, plan, operation and improvement. Management process can be divided into product planning stage,data/report submission stage, publicity stage, credit trading stage and punishment stage. Energy-saving management mode reduces the compliance risks by identifying the responsibilities of relevant departments.
