摘　　要：社会协同是社会力量参与协助政府管理社会的运行体系,是社会协同政府实现社会秩序的自组织过程。社会协同治理要求在非平衡开放系统中不断实现社会协同系统的内外能量转换,保持社会协同的理念、手段、动力、方法等不断满足治理创新的基本要求。只有坚持社会多元协同主体参与、功能分工、多维考察及借助社会工作方法,才能较好发挥治理的优势,凝聚社会资源,形成有利于治理创新的协同机制和政策工具,促进社会治理更好地良性运行与协调发展,从而达成社会协同治理的目标任务。Social synergy is a running system meaning that social forces are involved in assisting the government to manage the society. Moreover,social synergy is a self-organizing process during which society helps government realize the social order collaboratively. Social synergistic governance aims at achieving the flow between internal and external energy of social synergistic system in the non-equilibrium open system and insists upon making the concept,means,and power of social synergy meet continuously the basic requirements of innovative governance. Only adhering to the subject participation,function division,multi-dimensional inspection of social multisynergy and by means of social work methods,full play can be given to the advantage of governance and social resources can be assembled,and by this way the synergistic mechanism and policy of innovation of governance can be achieved to promote the good operation and collaborative development of social governance so that the objectives of social synergistic governance can be accomplished.
