县域尺度森林生态系统服务价值评估实践探索——以河南省西峡县为例

摘　　要：研究以河南省西峡县为例,按照"资产—生产"评估框架开展森林产品和服务的价值评估,并从自然财富、国内生产总值以及价值分配等角度进行综合分析。结果表明,西峡县森林资产总价值为140.16亿元,其中立木资产价值>林地资产价值>生态资产价值;生产总价值为192.04亿元,其中生态服务价值>产品价值>社会服务价值,而在森林的生态服务价值中,生物多样性保育价值>涵养水源价值>固碳释氧价值>调节气温价值>保育土壤价值>净化环境价值>农业防护价值>景观游憩价值。综合分析,西峡县人均拥有森林自然财富31 655.80元;森林年生产价值相当于当年GDP的103.25%;森林年生产中34.38%为林业部门受益,65.62%为非林业领域受益;森林年生产价值中35.07%为当地受益,32.17%为省内受益,32.77%为全球受益。In this paper, forest ecosystem services in the study area were evaluated in terms of asset and production value. Based on the valuation, a comprehensive analysis was conducted from the perspectives of nature capital, GDP and value distribution. The results indicate that the total asset value was 14.02 billion yuan, in which stumpage value 〉 forest land value 〉 ecological value. And the total production value was 19.20 billion yuan, in which ecological service value 〉 product value 〉 social service value. Among the ecological service value, value of biodiversity conservation 〉 value of water conservation 〉 value of carbon sequestration and oxygen release 〉 value of air temperature adjustment 〉 value of soil conversation 〉 value of air purification 〉 value of agriculture protection 〉 value of landscape recreation. The natural capital of forest owned by the study area valued 31 655.80 yuan per person and the production value of forest ecosystem was equal to 103.25% of its GDP of the year. 34.38% of the total production value was attributed to forestry sector while the rest to the non-forestry sectors. 35.07% of the total production value was benefited by the locals, 32.17% by the province and 32.77% by the globe.
