摘　　要：农业科技成果转化能力与科研实力不匹配,造成科技成果大量闲置,提高农业科技成果转化率成为当务之急。科技成果转化的激励机制创新是加快农业科技转化的关键。为了促进科技成果转化,本研究从科技和推广人员需求角度,采取专家座谈和问卷调查的方法,研究天津市农业科技成果转化的现状和制约因素,指出转化激励机制存在的问题,并对如何完善激励机制提出对策建议。研究发现,激励机制不健全是制约农业科技成果转化的主要因素,而激励政策不明确、组织管理体系不健全、激励目标失当和激励手段缺位是其主要表现;现阶段,应按照"创新驱动发展战略"要求,继续推进农业科技成果转化的激励机制创新和改革。It is urgent to improve the conversion rate of agricultural science and technology achievements, because the mismatching of the transform ability of agricultural science and technology achievements and the scientific research strength could result in a large number of idle science and technology achievements. The innovation of incentive mechanism is the key to accelerate the transformation of agricultural science and technology achievements. In order to promote the transformation, we adopted the methods of expert discussion and questionnaire survey from the perspective of the demand of science and technology and extension personnel, studied the present situation and the restriction factors of the transformation of agricultural science and technology achievements in Tianjin, pointed out the problems existing in the incentive mechanism of the transformation, and put forward some suggestions on how to improve the incentive mechanism. We found that： the imperfect incentive mechanism was the main factor restricting the transformation of agricultural science and technology achievements, mainly manifested as the incentive policy was not clear, the management system was not well-established, the incentive target was improper and the incentive means was insufficient; at this stage, the promotion of the innovation and reform of incentive mechanism of agricultural science and technology achievements transformation should be in accordance with the requirements of ＂innovation-driven development strategy＂.
