生产性文化服务业创新效率评价研究

摘　　要：随着多元化经济发展,生产性文化服务业作为一种新型的文化服务业态,具有较强的产业关联性、创新性。基于2009-2014年我国生产性文化服务业创新活动数据及创新效率评价现有研究成果,构建生产性文化服务业的创新效率评价指标体系与模型。采用DEA-BCC模型和DEA-Malmquist模型对生产性文化服务业子行业进行动态分析,结果表明:(1)生产性文化服务业整体上未实现创新效率有效且多个子行业出现规模报酬递减;(2)结合Malmquist指数,创新效率水平在逐步提高,但处于低速发展。最后,提出加大资本性投入、政策性投入实现规模效益;加强科技投入和人才投入,提高创新效率。With the development of diversified economy,productive cultural service industry as a new type of culture service forms,has strong industry relevance and innovativeness.Based on the 2009-2014 data of innovation of the productive cultural service in- dustry and the existing research results of efficiency of innovation, we build innovation efficiency evaluation index system and model of the productive cultural service industry,Using DEA-BCC model cultural service industry dynamically.The results show that：（1）The and DEA-Malmquist model,we analyze the subsector of productive productive cultural service industry has not realized the innovation efficiency effectively,and many sub industries show decreasing return to scale;（2）Combined with Malmquist index,the efficiency level of innovation is improving gradually,but developing slowly.Finally,we will increase capital and policy investment to achieve economies of scale;strengthen R＆D and talent input to improve innovation efficiency.
