摘 要:食品安全关乎民生,食品安全监管至关重要。本文从研究内容、方法、视角等方面对发达国家及我国香港、台湾地区食品安全监管研究文献进行了分析,研究认为,风险防范意识是域外食品安全有效监管的基本起点,科学评估监测是其依据,先进的食品安全检测技术是其支撑,监管法治化是其保障,社会化监管是未来趋势,这对我国在食品安全监管理念、监测评估、监管技术、监管制度、监管主体等方面的完善创新具有一定借鉴意义。Foods are essential materials for human survival and development. Food safety supervision is crucial. With the experi- ence of food safety supervision of developed countries, Hong Kong and Taiwan, this paper makes the preliminary analysis from the as- pects of research methods, content and perspective. It concludes that risk - prevention sense is the basic starting point of food safety supervision. Scientific evaluation and monitoring of the food quality are the basis, advanced testing technology is the support, the legal- ity of the supervision is the guarantee and social supervision is the future trend. The above views have important practical significance to the improvement and innovation of food safety supervision concept, monitoring and evaluation, supervision technology, supervision system and supervising subjects.
