城市社区参与式管理模式研究——以江门市横岭小区为例

摘　　要：在当前社会治理转型的背景下,城市社区参与式管理方兴未艾。江门市横岭小区参与式管理的成功经验值得关注与总结。其社区参与式管理由业主自治制度与居民公约、居民认同、参与式管理技术和全民参与与监督等四个模块所构成。其模式的建立受社区精英、政府支持与居民公约等三大要素的影响,具有从上到下整合、从下往上发力的运作逻辑。建议未来可从引入社会资金、推进社区营造与引导社区参与等方面提升社区参与式管理的效用。In the context of the current social governance transformation,the participatory management of urban communities is in the ascendant.The successful experience in participatory management of Jiangmen's Hengling Neighborhood merits our attention and summarization.Its community participatory management is composed of four modules:homeowners' self-governance and residents' pact,residents' identification,participatory management technology and all residents' participation and supervision.The establishment of the model is influenced by three factors:community elite,government support and residents' pact.It is characterized by the operational logic of integration from top to bottom and strength gathering from bottom to top.It is suggested that community participatory management can be promoted in the future by introducing social funds,promoting community building and guiding community participation.
