摘　　要：论文以伏季休渔期间,当地基层在渔船管理过程当中出现的渔船违规出海捕捞,渔船船证不符等各种现实问题及矛盾,深入分析了产生这些渔船管理问题的几点原因,如渔民生活所需受利益驱动违规捕捞,渔民安全生产法律意识淡薄等;并对出现的这些问题提出了建立健全渔船安全管理档案,签订包保责任卡,签订安全生产承诺书、保证书,制定减船转产扶持政策等一系列现实可行的措施.Paper by midsummer moratorium on fishing period, the local basic unit the fishing boat which appears in the middle of the fishing boat management process contrary goes to sea fishing for, the fishing boat ship card not symbol and so on each kind of realistic question and the contradiction, analyzed thoroughly has had these fishing boat management question several reasons, like the fisherman lived must benefit actuation contrary fishing for, fisherman safety in production law consciousness light and so on; And to these questions which appeared proposed the establishment perfect fishing boat safety control file, signed the package to guarantee the responsibility card, the sign safety in production letter of undertaking, the written guarantee, the formulation reduces the ship to produce a different product the support policy and so on a series of reality feasible measure.
