基于灰色关联分析的我国高等院校科研绩效评价

摘　　要：科研绩效评价是高校管理的重要手段,通过构建高校科研绩效评价指标体系,评价全国64所教育部直属高校科研绩效,证实灰色关联分析法和熵值法2种方法的有机结合在高校科研绩效评价中的适用性,并得出结论:科研绩效差距在不同区域和同一省市校际间均有所体现;投入资源的合理利用、有效配置以及高校产出的恰当衡量是影响高校科研绩效水平的主要因素;高校科研绩效水平在一定程度上影响大学综合实力排名,最后提出完善绩效评估机制、资源配置公平化等对策建议。By constructing the evaluation index system of scientific research performance in colleges and universities,this paper evaluated the scientific research performance of 64 universities directly under the Ministry of Education,confirmed the applicability of the combination of gray correlation analysis and entropy method in the performance evaluation of university scientific research,and concluded：the scientific research performance gap between the colleges and universities in different regions and the same provinces and cities are reflected;the rational use of invested resources,the effective allocation and the appropriate measurement of university output is the main factor affecting the performance level of scientific research in colleges and universities;the level of scientific research performance of colleges and universities,to a certain extent,affects the comprehensive strength of university rankings,and finally the paper put forth some countermeasures and suggestions to improve the performance evaluation mechanism and fair allocation of resources.
