摘 要:实施科技创新国际化战略,是我国"十三五"时期全面推进创新型国家建设和培养创新型人才的重要组成部分。通过对以往科技人才创新环境的考察,研究选取了突出当前国际化进程的17项指标,构成了区域科技人才国际化创新环境评价指标体系,并以我国31个省份的统计数据为样本,采用因子分析和聚类分析方法进行了实证研究。结果发现,以上海和北京为代表的发达地区表现出了科技创新的先发优势,各区域国际化创新环境的发展不均衡。针对不同发展实际,要重视离岸创新合作研发引领的全球智力环流价值链,探索构建世界一流科技创新数据智能评价系统并提升国际人才社区职住条件以适应多层次需求。The implementation of the strategy of internationalization of scientific innovation is an important part to comprehensively promote the construction of innovative countries and cultivate innovative talents of China's "13th Five-Year Plan" period. Through the investigation of the innovation talents environment, the 17 indexes highlighted the current internationalization process are selected and constitute evaluation index system of the regional international scientific innovation environment, it. Based on the statistical data of 31 provinces ( autonomous regions and municipalities ) in China, factor analysis and cluster analysis were used. The result shows that the developed regions represented by Shanghai and Beijing have shown the first advantage. The development of regional innovation environment is uneven. In view of the development of different reality, we should pay attention to the global intellectual circulation value chain led by offshore innovation cooperation and explore the construction of world-class scientific and technological data intelligence system. Lastly, we should enhance the international talent community to meet the multi-level needs.
