摘　　要：城镇化是中国未来发展的战略方向。青年农民工在城镇化进程中扮演着重要角色。政府如何引导青年农民工有效创业,实现信息化、智能化、制度化和创新发展等目标,是城镇化建设又好又快发展的关键环节。文章从创业培训、筹融资平台建设及创业者身份认定等方面,构建了强国家强社会的创业机制,欲从根本上改变青年农民工创业能力不足、创业资金短缺和创业身份尴尬的局面。而这种强国家强社会的国家体制,在社会动员、社会建设和社会控制的推动下,对重构青年农民工的创业能力、创业实力、创业信念,规范创业行为,提升创业效能,具有重大而深远的意义。Urbanization is a strategic direction of China future development,and young migrant workers play an important role in the process of urbanization. It is a key link in the sound and fast development of urbanization for the government to guide the young migrant workers to start an undertaking effectively and achieve the goals of informatization,intelligentization,institutionalization and innovation development. From the aspects of entrepreneurial training,financing platform construction and identity identification of entrepreneurs,this paper constructs an entrepreneurial mechanism for strengthening both state and society so as to fundamentally change the embarrassing situation of young migrant workers' lacking entrepreneurial ability,entrepreneurial funds and entrepreneurial identity. Under the impetus of social mobilization,social construction and social control,such a national mechanism has great and far-reaching significance for reconstructing young migrant workers' entrepreneurial ability,entrepreneurial strength and entrepreneurial belief as well as regulating entrepreneurial behavior and promoting entrepreneurial efficiency.
