摘　　要：为提高大学生党员发展质量,通过理论梳理、问卷调查、结果分析和实践探索,找出大学生党员发展中存在的思想教育不系统、发展程序不严格等诸多问题,建立全制度覆盖、全过程培养、全方位考察和全员参与的"四全"保障体系,从根本上解决党员发展质量问题。In order to improve the quality in the development of college student communist party members, we find out that the ideological education is not systematic; the development process is not strict and many other issues through the theoretical research, questionnaire survey, result analysis and practice exploration. We establish a safeguard system of ＂Four Full＂ including the whole system coverage, all-round inspection and full participation to solve the quality issues in the development of the college student communist party members.
