摘　　要：省级公共图书馆是区域性的文献信息中心,其参考咨询业务是较为重要的核心业务,是发挥省级公共图书馆智库作用的重要体现。文章通过对吉林省图书馆独具特色的参考咨询服务业务的实地调研,构建了以用户需求为导向,以"一般咨询—决策咨询—科技咨询—企业咨询"为架构的省级公共图书馆参考咨询模式,分析了参考咨询业务中存在的问题并提出了相应建议,为省级公共图书馆的参考咨询服务提供了一定的借鉴和参考。Provincial public library is the regional document information center, and the reference service is its core business, which is the important embodiment of think tank function of provincial public library. Based on the field survey of Jilin provincial library＇s special reference service, the aiticle constructs a user-oriented provincial reference service model including general consulting, decision-making consultation, technology consulting and corporate consulting, analyzes the problems existing in the reference service, and puts forward corresponding suggestions, aiming at providing certain reference for provincial public library reference service.
