摘　　要：文章通过对"十三五"规划中文化建设的重要论述的理解,结合出版行业面临的问题进行分析思考,提出了在新的历史起点上,必须以新发展理念引领文化建设,始终坚持公益性和经营性"双轮驱动",全面提高出版行业发展的质量和效益,推动社会主义文化大发展大繁荣。The essay focused on the comprehension of important discussion of culture development in the 13th Five-Year Plan, and linked to the analysis of publish industry. It pointed out that we must use new development thought to lead culture development in the new historical starting point, and insist on the ＂Two-Wheel Drive＂ in public welfare and business to enhance quality and benefit in publish industry ,and promote vigorous development and prosperity of socialist culture.
