摘 要:契约治理与关系治理的互补效应能有效提升项目绩效。但在中国情境下的公共建设项目治理策略中,关系治理是如何嵌入并对契约治理形成补充效应的问题尚未有明确的研究。为此,本文选取国内5个公共建设项目进行实地访谈,利用扎根理论解析公共建设项目治理策略这一构念。结果显示,该构念是由承包商选择、治理策略重点及问题防范方式3个维度构成,它们可以形成8种治理策略组合。进一步分析发现,8种治理策略组合实质上属于四种治理策略类型,即基于契约的信任型、基于信任的契约型、契约主导型和关系主导型。研究结论深化了对治理策略的认知,为公共建设项目的合同策划提供理论依据,并促使业主完善合同的协调性条款,积极发展互信的合作氛围。Existing studies have shown that the complementary effect of contractual and relational governance can effectively improve project performance. However,there is still no specific research on the forming of the complementary effect in Chinese context. Therefore,the paper selects five domestic public construction projects to conduct field interview. Using the grounded theory,the construct of governance strategy in public construction project is analyzed. The results show that the construct of governance strategy in public construction project is composed with three dimensions: contractor selection,focus of governance strategy and way of preventing problems. Based on this,we find eight combinatorial types of governance strategies. After further analysis,these are essentially four types of governance strategies: contract-based trust,trustbased contract,the contract-dominated and the relationship-dominated. This conclusion deepens the cognition of governance strategy and provides theoretical basis for contract planning of public construction project. It also can impel the clients to refine the coordination provisions and develop a trust-based atmosphere for cooperation.
