摘　　要：针对静态综合评价方法中的激励问题,本文提出了一种基于主客体需求的激励型综合评价方法,以实现对被评价对象各评价指标分别激励的作用。首先,区分评价过程中的评价者和评价需求者,给出评价者和评价需求者的概念,并对评价需求者开展激励活动的目的进行界定;其次,综合考虑评价需求者和被评价对象的合理需求,从评价需求者的角度和被评价对象的角度分别对同一被评价对象的不同评价指标进行激励;再次,计算同一被评价对象在不同评价指标下的激励总量,并将其集结到原始的评价结果中,以得到激励后的综合评价结果;最后,通过一个算例对方法的应用过程进行了说明。Aimed at the incentive problem of static comprehensive evaluation,this paper proposes an incentive comprehensive evaluation method based on the demands of subject and object,in order to achieve the goal to encourage different evaluation index of the same evaluated object. Firstly,we make a distinction between evaluator and evaluation requestor and give their concept,then define the incentive purpose based on the demands of evaluation requestor. Secondly,we consider reasonable demands of evaluated object and evaluation requestor,and respectively encourage the different evaluation index of the same evaluated object from the view of evaluated object and evaluation demander. Thirdly,we compute the incentive total of every evaluation index of every evaluated object,and aggregate them to the primer evaluation results in order to get the final evaluation results. Finally,a numerical example is given to illustrate the application of this method.
