摘  要:"双一流"建设推动高等教育资源整合,促进高校合理定位,优化布局,提高办学效益,给地方院校带来了发展机遇。然而,受地位、区位、文化等影响,地方高校"双一流"面临诸多挑战和问题。文章以山东农业大学为例,论述了其建设"双一流"的思路,主要有:科学制定规划,加强顶层设计,深化内部改革,深入推进学科布局调整和结构优化。文章指出,建设真正的"双一流",地方高校要从科学定位、办学特色、深化改革入手,培育学科高峰,加强人才团队建设,夯实平台建设基础,提高人才培养质量,凝练培育重大创新成果,充分发挥地方高校在区域经济社会和行业发展中的创新动力引擎作用。The implementation of the"Double First-Class", with the aim to promote the integration of highereducation resources, can optimize the positioning and distribution of colleges and universities and the efficiencyof school operation, and provide an opportunity for the development of local colleges and universities. However,limited by their location, status, regional culture and other factors, the local colleges and universities are facingvarious challenges to implement the "Double First-Class". The present article presented the thought created byShandong Agricultural University on implement the" Double First-Class", that is, to make adequate plans,strengthen top-level designs, further internal reforms, and promote discipline layout adjustments and structuraloptimization. The article argued that, in order to realize the goal of the "Double First-Class", local colleges anduniversities should cultivate the top-level disciplines, enrich the talent pools, lay a sound foundation for plat-forms, upgrade the quality of education and gather the resources to produce major breakthroughs in research sothat their role as an innovative engine in regional economic and social development.is fully played by means offinding the rational position in the tertiary education reform, highlighting school operational characteristics anddeepening reforms.
