摘　　要：以生态文明体制改革为切入点,提出制约老工业基地振兴的关键因素、障碍成因及其改革方案。Taking the reform of ecological civilization system as the start point,the key factors that restrict the revitalization of the old industrial base were put forward,as well as the causes of the obstacles and the reform plan.
