摘 要:目的构建公立医院党建工作评价指标,为有效提升公立医院党建工作科学化水平提供评价及考核依据。方法通过文献研究和理论分析,建立初步的评价指标,运用德尔菲法选择35名专家进行两轮函询,对指标进行修订,确定公立医院党建工作评价指标。结果两轮函询专家积极系数分别为94.3%、100%,专家权威系数0.837,第二轮专家意见协调程度系数为0.374(P<0.001),建立了包括思想建设、组织建设、作风建设、反腐倡廉建设、制度建设及党建工作创新6个一级指标、14个二级指标、35个三级指标的评价体系。结论所构建的公立医院党建工作评价指标获得专家认可,能够为进一步规范公立医院党建工作、加强党的建设提供依据。To construct Party Construction Evaluation Indicators of the public hospital, in order to effec- tively improve the scientific level of Party building in public hospitals to provide evaluation and assessment basis. Methods Through literature research and theoretical analysis, establishing initial evaluation indicators, 35 experts were invited to complete two rounds of Delphi consultation to select and revise indicators. Results The questionnaire re- sponse rate was 94.3% in the first round and 100% in the second round. The authority coefficient of expert was 0.837, and the overall Kendall's W was 0.374 in the second round(P〈O.O01). Finally, the evaluation system included 6 primary indicators (ideological construction, organization construction, style construction, anti-graft construction, system construction and party building innovation), 14 secondary indicators, and 35 third indicators were determined. Conclusion The evaluation system, which is confirmed by experts, can provide effective guidance for further standardizing the party building and strengthening the party building in public hospitals.
