摘　　要：当前,流动人员人事档案管理服务范围得到极大拓展,流动人员人事档案管理服务开启"公共就业和人才服务"新时代。通过分析流动人员人事档案管理服务遭遇管理资格与能力错位的"尴尬"及"动力不足"等现实障碍,提出制定流动人员人事档案管理地方性实施办法、搭建公共就业与人才诚信服务平台、提高人事档案利用价值等实施建议。Currently, the scope of personnel archives management service is greatly expanded, and a new era of public employment and talent service has began in personnel archives management of floating population. By analyzing the practical obstacles such as lack of proper administrative qualifications and abilities and inadequate power in personnel archives management of floating population, the paper proposes some suggestions such as formulating the implementation measures regarding the administration of personnel archives management for floating population at local level, building public employment and talent credibility platform, improving the utilization values of personnel archives.
