摘 要:清末,政府和绅商集团对铁路重要性的认识发生了重大转变,从帝国主义手中收回路权成为官商阶层的普遍认识,这推动了20世纪初中国出现一个商办铁路的高潮。经陕、豫两省官绅的倡议和清政府的同意,豫省开始积极筹划洛潼铁路的修筑。但由于无力筹集筑路所需的巨额资金,加上技术力量不足和管理层的频繁更替,商办洛潼铁路困难重重。1912年洛潼铁路被收归国有,并入陇海铁路的筹建之中。Late Qing Dynasty witnessed a significant change in the importance of the railway for the government and the gentry business group. It was generally recognized by official class that the road right should be retrieved from the imperialists. Against this background,there came an upsurge of construction of commercial railways in China in the early 20 th century. Proposed by officials from Shanxi and Henan provinc and consented by the Qing government,the construction of Lutong Railway was vigorously started to plan. However,due to the inability to raise the huge amount of funds needed for road construction,coupled with a lack of technical force and the frequent alteration at administration level,the commercial startup of Luotong Railway encountered numerous difficulties. In 1912,Luotong Railway was reverted to stateownership and incorporated into the construction of Longhai Railway.
